    EDITORIAL: THE IMPORTANCE OF STRATEGY

Public relations practitioners toss the word “strategic” into conversation the way guests at a wedding toss rice, so it is with some trepidation that we tackle the issue of “strategic” public relations in this column.

It could be claimed that any public relations product that is not “strategic” is probably not worth the paper upon which it is written, or the bandwidth used in its transmission. Indeed, that claim would not be met with any argument here. But if that’s the case, then it is worth taking a few moments to consider what “strategic” means in order to determine just how much of what public relations people do really fits the definition.

In considering a definition, the first point to be made is one that has been made several times in these columns in recent years: for public relations to be strategic, it must relate in some way to the organization’s strategic plan. The ultimate objective of any strategic public relations program must be to help the organization achieve one of its strategic objectives.

This sounds almost too obvious to be worth mentioning, but the reality is that a surprising number of public relations campaigns; including many that succeed exceptionally well on a tactical level ; fail to meet this standard. Their objectives are vague (if there is a corporation out there that has as one of its strategic objectives to have reporters write nice things, that corporation is not long for this world) and they are evaluated on criteria unrelated to corporate strategy.

The second point that needs to be made is that for public relations to be strategic, it must also relate to a public relations plan (which should itself be related to the organization’s strategic plan). This too, sounds obvious, but again practical experience suggests that many public relations departments function without the kind of roadmap that the strategic planning process provides.

The benefits of a strategic public relations planning process are several fold.

First, the planning process itself can provide unexpected insights into the challenges facing the organization. Indeed, only when public relations considerations are part of the overall corporate planning process do the full extent of challenges and opportunities that relate to the human climate ; internally and externally; become apparent.

Second, the existence of a strategic public relations plan provides a disciplined framework in which internal public relations staff and external agencies can create successful programming. Creative ideas can be evaluated on the basis of whether they contribute to strategic objectives, and creativity for its own sake can be seen for what it is: self-indulgence.

Third, the existence of a public relations plan should help PR departments make the transition from reactive to proactive. Too often, the PR group within a company seems to stagger from crisis to crisis, handling each new problem capably, but giving no sense of direction. And too often, PR people seem to be dependent on direction from their internal “clients” in marketing, finance or the legal department, rather than contributing their own ideas and programs to drive the company forward.

Fourth, demonstrating the willingness and ability to be a part of the strategic planning process is a way to ensure that senior PR counselors are admitted into the inner circle, the “dominant coalition” that sets the company’s direction. Too often today public relations is regarded as extraneous to the central mission of the company.

And finally, related the PR plan to the organization’s strategic plan makes PR departments more accountable, and moreover more accountable for the right things. Rather than being evaluated in terms of their output ; which is all too often the case today ; PR departments that see their role in this strategic light should expect to be measured in terms of their contribution to helping the organization achieve its goals, and compensation commensurately.

The strategic approach is of benefit to agencies too. They should be part of the planning process, because they can bring an objectivity and a fresh perspective to any analysis of the external climate. Once an organization has a strategic plan in place, agencies should also enjoy more long-term relationships, because in order to add value to a strategic public relations operation they need to be treated as partners rather than vendors.

(You can not not communicate..

바로 Character-based Communication입니다.

    BUCKMASTER: CHARACTER IS COMMUNICATION

Effective communication, Tom Buckmaster says, is not about what companies say or even what they do, but rather about who they are. Understanding corporate character can help good people avoid making bad decisions.

My two-year-old niece Morgan was looking after me a few months ago when she decided it was time for a lesson in binoculars. Looking through the lenses instead of the eyepiece, she admired her vantage point on the rug, explaining to me how “far” she could see. From her perspective, the boukara was a long way off indeed.

I sometimes get the feeling that our view of reputation management is similarly skewed, that too often we find ourselves looking through the wrong end of our intellectual binoculars, focusing on managing a reputation rather than those elements of an organization that create and sustain one. Reputation is, in fact, the result of behavior in the broad public marketplace of goods and services, ideas and issues. That behavior is a reflection of an organization”s culture, and that culture is the manifestation of the Aquinian “first mover” of reputation-character.

As I”ve worked with the leadership of companies both in crisis and not, I”ve rarely encountered men and women of bad faith or dishonorable intentions. Most successful CEOs are people of character and integrity. They care about their communities and customers. They hope to make a positive contribution to the greater good. They want to get along with their families, employees, and neighbors.

Yet, many times we find them sitting atop companies or trade associations with reputations that would make Mother Theresa look like Sarah Ferguson.

One reason for this phenomenon is that organizations often fail to embrace and enforce the principles of character-based communications. At best and all too frequently, they allow their external relations assets-from customer service representatives to chief communications officers-to manage their reputation, rather than build relationships and programs that define and reflect their organization”s core character. They look at the world through the wrong end of the binoculars.

Since 1966, the Harris Poll has measured the confidence Americans have in their community institutions. It surprises few to find that overall confidence in public institutions from television news to corporations to the White House is down in most cases by as much as 40 to 50 percent over the 30-year period. In fact, when all institutions are indexed on the 1966 scale of 100, this year”s rating is a rock bottom 39, the lowest in the history of the poll.

The findings regarding confidence in the people running major companies are most relevant. They”ve dropped from 29 percent having a “great deal of confidence” in 1973, to only 21 percent today. Wall Street ranks even lower at 13 percent, a scant four points above the survey”s bottom feeders, lawyers and the executive branch of the federal government, both at 9 percent.

Dr. Robert Lichter, president of the Washington, D.C.-based Center for Media & Public Affairs, conducted an analysis of the prime-time network programming from viewing seasons 1955-56 to 1985-86 that may offer a partial explanation for the low confidence and trust ratings. For those 30 years, from Dr. Kildare and I Love Lucy, through The Outer Limits and The Mod Squad, to The Waltons and Hill Street Blues, businesspeople in prime time were three times more likely to be depicted as criminals than any other occupation. They were motivated by greed five times as often as other characters. Now, there”s a reputation to manage.

Consider, too, the marketplace trends that shape consumer expectations and perceptions. Few would argue with the fact that the last decade has brought with it the “tabloidization” of news standards and the “scandalization” of the commonplace. Local news directors are no longer satisfied with programming characterized by timeliness, accuracy, and insight. Rather, they promote their news programming as “Working for You,” “Seven on Your Side,” or “News at the Speed of Life.” News as advocacy; news as our nanny; news as prosecutor, judge, and jury.

Many factors-tabloidization, victimization, scandalization, played out instantly 24 hours a day-have contributed to the devolution of community institutions of all sorts. Most certainly, they have helped foster and sustain a vox populi with low expectations, high standards, and a deep distrust of many institutions both corporate and community. The credibility of “image” has been substantially eroded in an era where organizations face unprecedented competition for a share of voice in the cluttered communications universe.

Yet in spite of this environment, many organizations are held in high regard by the general public. Wirthlin Reports has studied public attitudes toward corporate behavior, defining in the process the kinds of programming and philanthropy that resonate with external audiences. The top two responses to the question, “What makes a company a good corporate citizen?” were “community involvement/loyalty” (23 percent) and “cares about employees” (22 percent). Public expectations are both knowledgeable and reasonable in all but the most extreme situations.

The Harris “confidence” numbers seem to emphasize one thing: Clarity of mission is directly related to public confidence. How else does one account for the U.S. military leading the survey? That being true, then the quality and clarity of an organization”s communications and its external relationships must be a critical element of a sound, fiscally responsible business strategy. Organizations must communicate their values, priorities, and commitments if they hope to prosper in the public marketplace. And they must do so in a way that connects with their employees and “communities” in the broadest sense. Thus the concept of character-based communications.

Character-based communications is a discipline of shaping the relationships and linkages an organization undertakes with its audiences or stakeholders including customers, employees, neighbors, policy makers, regulators, the news media and others by applying a “character test” (to both actions and communications) based on shared values and the public”s interests. Character-based communications is grounded in an organization”s essential positive attributes and its genuine desire to create a barrier-free marketplace for itself and its products.

A sound corporate character and a system of character-based communications strategies have very real benefits. By building trust with a key public, you increase customer loyalty, promote brand integrity, minimize regulatory restrictions or disruptions, strengthen employee morale, and generally promote good community karma.

Five components form the framework of character-based communications:

    1. Integrity – Honesty and ethics

    2. Performance – Doing the job right

    3. Relevance – Doing the right job

    4. Accessibility – Two-way communications

    5. Clarity/Consistency – Telling the truth well and always

Each of the five components of character-based communications should be considered against your organization”s characteristics in a traditional audit or benchmarking process. Here are some examples of where to look:

    1. Integrity: Corporate credos and ethics statements-you”ve made a promise and then promoted it. Is it really true? Are your cupcakes wholesome? Product promotions and claims-do you stand by your guarantees? Check your annual reports. Consider the implications of your cause-related marketing.

    2. Performance: Executive compensation is one area of current interest. What does that say about how you value performance? Are salaries and layoffs both up while profits are down? Are your investor relations people telling the same story to Wall Street as your labor negotiators are telling main street?

    3. Relevance: Consider the negative externalities of your business. To what degree do you serve the broad public interest? What are the unintended consequences of your endeavors? What does a lifecycle analysis say about your products or practices?

    4. Accessibility: Do you listen as well as you talk? Does your philanthropy reflect the values and needs of your key public or the board”s passion for modern art? Are your facilities open to the public? What kind of neighbor are you?

    5. Clarity/Consistency: Do you speak with a voice that is understandable or do you engage in corporate speak? Do you talk as readily when things aren”t going well?

Tough topics, tough questions, but these are the issues that matter, motivate, and resonate. They reflect today”s public standards and environment. And sound communications counsel-from marketing to crisis management to policy advocacy-must take these things into consideration and translate them into responsible action.

The key for me has been to engage with clients in a seven-step process designed to leverage these five principles against their organization”s history, current initiatives, and future priorities. In the process, we establish a framework on which to build and measure a character-based communications program. The seven steps to character-based communications:

    1. Define what you stand for, what value and values you bring to the marketplace. Is it written down? Who knows about it? What do they think?

    2. Reexamine your internal and external relationships. Invest only in those that make sense and reflect shared values. Identify new ones that meet the “company you keep” standard.

    3. Understand the public”s expectations in the broadest sense. Compare your history with their future. Are they compatible?

    4. Quantify the financial and human stakes related to your key stakeholders: community activists, employees, neighbors, stockholders, etc. Who wins, who loses?

    5. Review the positioning, assets, liabilities, and promises of your brands, products, public positions, and community initiatives. Conduct a competitive analysis of the dynamic marketplace for your products and the ideas they represent.

Compare your public profile with your private actions. Are they cohesive or contradictory? And then,

    7. Share your vision. Make it real.

Organizations that follow these concepts will be seen as leaders, or will be viewed as individuals or companies that reflect and embody the values that inspire-or more to the point earn -public confidence and trust. And in today”s environment, that”s what it”s all about.

PHILIP MORRIS EXECUTIVE DESCRIBES PR CAMPAIGN FOR WHAT BUSINESS WEEK CALLS “AMERICA’S MOST REVILED COMPANY”

Philip Morris is conducting a multi-million dollar PR/ad campaign to burnish the company”s negative image.

For many years, the company, which Business Week called Philip Morris “America”s most reviled company” in a Nov. 29 cover article, did not have much in the way of a corporate image strategy.

Business Week”s Nov. 29, 1999 cover “What we are doing represents a critical shift in our communications stance, from a limited willingness to be engaged with the public and media, to a desire to talk, a desire to be asked questions, and a desire to listen,” according to Steven C. Parrish, 49, SVP/corporate affairs for PM Companies, who spelled out what the company”s PR problems are and how they were dealing with them in a speech at the Conference Board”s “Corporate Image Conference” that was held Jan. 20 in New York.

    Bunker Mentality

Instead of speaking “openly and honestly about our company–who we are and what we do, and the range of products we produce–we too often stayed in the bunker and allowed our critics to define us,” said Parrish, who noted the company”s PR philosophy was to “stay out of the paper. Hire the best lobbyists in the world to deal with government, but let public opinion take care of itself.”

“If corporate image were only a matter of good business, good people and successful products, we”d be in clover,” said Parrish.

Steve Parrish “But, the general public cares about more than just business fundamentals; they care about things like a company”s reputation for honesty and ethical practices,” said Parrish.

In PM”s case, he said people noticed “we own a tobacco company, and as such, we were perceived as irresponsible, unresponsive, or worse,” said Parrish, a former PM litigator.

While the company was beleaguered by lawsuits and bad publicity during the “Tobacco Wars,” the company went below ground, rather than engage.

“As time went on and lawsuits proliferated, our negative public image became a real problem for us,” said Parrish, who noted shares of PM stock were at historic low levels this past year.

    Research Conducted

Beginning in 1997, a decision was made to “change gears” by trying to learn as much as possible about what goes into a good corporate image, and how people perceived PM.

The research findings showed PM”s negative image was largely due to public concern about tobacco issues and a strong mistrust of the company”s values.

Parrish said the research also suggested that PM could improve its image “simply by speaking.”

    Four PR Themes

He said PM”s image-building campaign has been tailored to address four critical messages.

First, PM is the largest consumer packaged good company in the world, making brands that people know and trust.

“Virtually every American family–more than 9 out of 10 households–buys PM products–Jell-O, Kraft, Macaroni and Cheese, Maxwell House coffee, Toblerone chocolate.

Secondly, PM is working to be a responsible marketer and manufacturer of a risky product.

“With regard to tobacco, we want people to know that we have heard their concerns about smoking, and particularly about problems like youth smoking and second hand smoke,” said Parrish.

As a result of the Master Settlement Agreement, all tobacco billboards are down, transit advertising on buses, taxis and at bus stops is a thing of the past. Branded merchandise such as hats and tee shirts is no longer distributed by any tobacco company. Event sponsorships are now severely limited and in some cases completely banned, Parrish said.

Parrish said PM”s domestic tobacco company has voluntarily created a new Youth Smoking Prevention department, which includes a $100 million ad program that talks to kids about not smoking, and additional spots to help parents talk to their kids about not smoking.

Parrish said the same principle of responsibility applies to other products that it makes, such as alcohol abuse and drunk driving.

    PR Policy Established

To address concerns of this kind, PM has adopted a general corporate policy called “constructive engagement.” Parrish said this means making “proactive efforts to listen to government officials, the media, citizens groups, and others in order to find reasonable solutions to issues related to our products.”

The third theme of the campaign is a community service program in which priority is given to hunger relief and domestic violence.

The fourth theme focuses on PM”s employees, portraying them as good, decent people who she their neighbors” values and concerns, and who participate in the well-being of the communities where they live and where PM does business.

Parrish said the media buy for ads goes beyond what is typical for a corporate image campaign.

It includes the Sunday morning opinion leader audience but also goes to mainstream Americans.

    Website Created

“Our problems are so large and the negativism about PM runs so deep that we believe we must reach much further than other companies would have if we are to achieve our objectives,” said Parrish.

It learned in testing and developing the TV commercials that it had to have a Web site to back them up, said Parrish.

While PM did not have a website until last fall, “putting it up was a great liberating experience for us,” said Parrish. It focused on PM”s acknowledgements of the health effects of smoking and the addictiveness of smoking.

Parrish said the publicity drove hundreds of thousands of people to the website.

    Speaker”s Bureau

Parrish said a Speaker”s Bureau, which was established started several months ago, is “off and running.”

“In our speeches, we talk about who we are, the products we make, and our economic contributions. We talk about the fact that we have been silent too long and haven”t listened enough,” said Parrish, who spoke last fall to a Rotary Club meeting in Denver.

Business Week said Parrish, who is scorned by tobacco foes as the industry”s “Minister of Propaganda,” was “assaulted with tough questions” when he finished his speech.

    Cigna ends censorship practice

Cigna Corp.”s healthcare division has ended a practice of censoring negative references to smoking in a quarterly newsletter that it produced for employees of Philip Morris Cos.

The newsletter, called Well-Being, was produced by the Philadelphia-based insurer as part of its contract to provide healthcare benefits to employees of Philip Morris.

Several other major employers got the newsletter, but the content in those issues were not changed, according to a Cigna spokesman.

E-mails between Cigna and Philip Morris show that from 1996 to early 1999, the companies shared information about the content of coming health articles, and Cigna agreed to remove or edit pieces Philip Morris found objectionable, The Minneapolis Star-Tribune reported.

    Integrated Marketing Communications Redefined

    By David R. Drobis

    Journal of Integrated Communications

    Volume VIII

Integrated marketing communications is dead. Yes, integrated marketing communications, as we have known it, is a thing of the past.

It died because we never could decide if it was a tool to help sell advertising and public relations agency services or if it was a true, complete communications discipline. As a result, the term “integrated marketing communications” was frequently abbreviated to “integrated communications” and came to stand for many things, but nothing in particular. Admittedly, integrated marketing communications as it was originally conceived seemed to stand for the blending of multiple forms of marketing communications. Still, given its potential for greatness, the discipline withered under the chronic stress of being misunderstood by public relations professionals, many of whom considered the role of public relations in “integrated marketing communications” too narrow. Let’s just call its cause of death “unknown.”

However, before mourning the loss of our old integrated friend, we can take heart in the legacy he left with us. There remains reason for hope that full and real integration of all communications disciplines needs to be achieved.

To be sure, we’ve had a taste of how the integration of several communications disciplines, such as public relations, advertising, direct marketing and sales promotion, can help improve marketing communications programs. But in the public relations industry, we have never fully realized how the integration process can extend beyond marketing, to blend the full spectrum of communications disciplines and help senior management best preserve a company’s corporate reputation. And this is where we as public relations professionals need to take integrated communications.

Perhaps it is because so much of our traditional communications business is rooted in the marketing process. Maybe it’s just because the largest communications budgets at most companies remain under the marketing umbrella. Or, it could simply be that most corporations are traditionally structured with individual departments arranged in “silos,” and there is no incentive or encouragement for these functions to coordinate with one another.

Whatever the case, in many companies where there isn’t effective coordination, the right hand doesn’t know what the left hand is doing, and the lack of truly integrated communications can lead to a gradual or sudden deterioration of the company’s credibility and reputation.

This comes about when all audiences do not receive the same messages globally. Credibility is only derived by telling the full range of audiences the same thing in a timely fashion. Consistency is critical. Inconsistent messages create confusion, contribute to misinformation and speculation. All of this damages corporate reputations.

To be sure, a poor reputation brings with it serious bottom-line consequences, such as a lower stock price, sales decreases or increased resistance from regulators and special interest groups.

At the same time, companies are facing increasing competitive pressures; globalization, the rise of special interest influence, volatile financial markets, demanding and sophisticated consumers, a changing work force, and productivity pressures.

In this environment, senior managers are starting to take note of the benefits of comprehensive business strategies that incorporate communications. We now have a new opportunity to apply the concept of integration in a way that elevates communications to a higher status. And while we do not need a new term or buzzword to describe our solution, we may be able to breathe new life into the old term by giving integrated communications new meaning.

    A NEW COMMUNICATIONS ENVIRONMENT

Every major corporate decision now carries with it multidimensional communications implications and messages. These messages must be delivered consistently and often on a worldwide basis. When a company makes any major decision, communications issues can be identified at every step of the process, and relevant communications strategies can then be weaved into the comprehensive business plan.

This is important because there has been an increase in the level of involvement certain audiences will assume when companies introduce or implement any business initiative. The best example of this is the California Public Employees’ Retirement System (CalPERS). It is the nation’s largest pension fund and third largest in the world, with assets totaling more than $100 billion. In addition to providing an adequate investment return for its members, CalPERS assumes a more activist role that most institutional investors have avoided. Senior managers at companies targeted by organizations like CalPERS not only have to be concerned with giving their shareholders solid financial returns, but they must also pay careful attention to corporate governance issues.

On the other hand, as investors become more active, companies must also recognize that America’s media consumers are more passive and skeptical than ever. While most people may have once held journalists to a higher standard than the rest of us, a recent Louis Harris poll proved differently.

The poll, conducted for the Center for Media and Public Affairs, revealed that 42 percent of Americans feel journalists are more arrogant than “most other people” and 50 percent felt that reporters were about as arrogant as most other people. The study also revealed that people feel journalists are as objective, biased, cynical, intelligent, compassionate, ethical and honest as most other people.

Senior managers face some of these same communications challenges and will have to rely on an integrated approach to communications if they are to be successful. For integrated communications to work today, the process must be built on helping senior management achieve its objectives by identifying important audiences, developing strategic and consistent messages and delivering those messages to each with maximum effectiveness.

If integrated communications is to stand for anything in its new life, then it must go beyond marketing; it also must encompass employee and labor relations, investor relations, government affairs, crisis and risk management, community affairs, customer service and just about any other facet of management where effective communications is a critical success factor.

That so many audiences need to be addressed on an almost individual basis reveals perhaps the most fundamental change that has occurred in this new communications environment. A proliferation of new media options, the emergence of new mass and personal media technologies, and a general buildup of media clutter have given targeted audiences so many options, and control over the communications process has shifted away from the sender to the receiver.

Lucent Branding Success in Latin America – An Integrated Approach

    Lucent Technologies

SILVER ANVIL AWARDS ’99 – Category 10, Global Communications

    ————————————————————-

    OVERVIEW

Lucent Technologies was born of the trivestiture of AT&T announced in 1995. In 1996, the name of the new systems and technology company was announced and the company, Lucent Technologies, had its initial public offering (IPO) in April of 1996. In Latin America, where even AT&T was a newcomer and had low brand awareness, the creation and launch of Lucent was met with some confusion among target audiences – was Lucent a subsidiary of AT&T or an independent company? Where did Bell Labs, Lucent’s R&D division, fit in? Also impacting awareness of the Lucent brand was the multiplicity of business units of this large communications networking company. By the end of 1997, some audiences knew Lucent as a network systems provider, others as a provider of equipment for the business enterprise, and yet others as a consumer phones manufacturer. Although Lucent had made significant progress since 1996 in getting its brand known in the US, it was clear that awareness of the Lucent brand among target audiences in Latin America was still quite low at the end of 1997. In a concerted effort to integrate all external communication initiatives to significantly impact brand awareness, the Lucent public relations and marketing teams for the Latin America region decided to form a Regional Brand Council and similar councils in Brazil and Mexico. These would later be extended to other countries in the region. Following is an outline of how this effort managed to bring about an increase in the Lucent brand awareness in Mexico and Brazil to levels nearing or equal to those of Lucent brand awareness in the United States. The challenge was to sharply raise brand awareness within a limited budget that was a fraction of what our major competitors were investing in advertising and public relations.

    RESEARCH

Various forms of research, both formal and informal, were conducted to identify the problem in 1997. First, it was clear from informal surveys of the sales and customer teams that they were encountering significant challenges in the marketplace as a result of low recognition of Lucent’s name and scope of business. Additionally, analysis of media coverage demonstrated that Lucent was still often identified as a subsidiary of AT&T and not as an independent company. Bell Labs also was identified as a separate entity, often with greater recognition than Lucent, and not as the research and development division of the company. A review of business unit customer communication efforts also revealed that different business units were trying to brand themselves as independent units, rather than maintaining the corporate identity.

Formal research: Lucent participated in an omnibus study in Mexico in July of 1997 that showed a low of 10 percent for unaided brand awareness of the company name, and only 42 percent of aided awareness. A primary research study commissioned by Lucent in May of 1998, showed little increase among the business enterprise segment: 12 percent for unaided brand awareness and 57 percent for aided awareness. In Brazil, a primary research study commissioned by Lucent in November 1997 demonstrated that among the telecommunications service provider segment, only 12 percent mentioned the name Lucent when asked about telecom equipment providers, while 82 percent recognized the name when mentioned. Among business enterprise executives, the results were lower: 10 percent unaided awareness and 38 percent aided awareness of Lucent. Research conducted at the end of 1998 showed a dramatic improvement.

    PLANNING

In the Fall of 1997, Lucent’s marketing teams identified the urgent need to rapidly raise Lucent’s brand awareness in our two top markets in Latin America: Brazil and Mexico. In response to this urgent need, Lucent’s public relations team decided to form a Regional Brand Council and implement the same concept in Brazil and Mexico as the trial markets. These markets were selected because they are the largest revenue markets for Lucent in the region. The primary objective for the Brand Councils was to provide leadership across all business units to guide and integrate all communications and branding efforts in accordance to the Lucent global brand position.

It was also decided to make the Brand Council responsible for integrating all communications for maximum impact and results, as well as to resolve cross-business unit conflicts. The Regional Public Relations Vice President would serve as Chair of the Regional Brand Council, and the Public Relations Director in each market would lead the country Brand Council.

Membership in the Brand Councils included all business unit leaders and marketing directors, the public relations staff (media relations, events manager, and employee information), the corporate advertising team, public affairs/government relations, and human resources managers.

Objectives: (1) Raise brand awareness in Latin America to U.S. levels in 1997 by the end of the year 2000 by integrating all communication efforts. (2) Secure the active participation and cooperation of all business units to present one Lucent brand to the market.

STRONG Strategies: Brand Councils would be responsible for developing a plan of action that would include institutional advertising efforts, aggressive media relations, special events and trade shows, executive speaking engagements, customer events, consultants/analysts program, internal communications, employment advertising and philanthropy efforts.

    EXECUTION

While this summary cannot include all initiatives undertaken, following is an outline of key efforts:

Brand Councils: The brand councils began monthly meetings in January of 1998 to make joint decisions on all communication initiative, thus leveraging and integrating the resources of all business units. Meetings last 3-4 hours depending on the order of business. Participation increased steadily throughout the year and the CALA Brand Council is now seen as a model for the rest of the company.

Media Relations: An aggressive media relations effort increased the quantity and quality of coverage significantly. A Global Media Event at corporate headquarters in New Jersey, attended by five key reporters from each target country, generated prominent features in top media. Media coverage doubled in Mexico and Brazil from levels at the beginning of the year.

Trade Shows/Events: Lucent participated in major trade shows such as ExpoComm. in Mexico and Brazil, and Telexpo in Brazil, with keynote speaking positions featuring a corporate executive and prime booth location. A survey of visitors to the Lucent booth at ExpoComm Brazil showed that 79 percent of those interviewed said they were more likely to do business with Lucent after visiting the show. In ExpoComm Mexico, Lucent won the first prize for the best booth. Messages for booth sinage, speeches, advertising and media relations were integrated by the Brand Council. In Mexico, an impressive Bell Labs Seminar was held in October of 1998.

Advertising: An institutional brand advertising campaign was implemented in Mexico and Brazil, with the “Credentials” campaign as the centerpiece. This campaign was fully managed by the Brand Council, and all business unit and employment recruitment ads also were integrated through the brand council.

Consultants/analysts: Quarterly meetings and technology presentations were launched in Mexico and Brazil for this important audience.

Internal communications: A CALA (Caribbean and Latin America) website was launched to present new information almost daily to region employees. Town Meetings were held in Mexico and Brazil with the regional President and CEO, as well as corporate executives such as COO or Group Presidents.

Philanthropy: An annual Day of Caring program was instituted in each country to encourage employees to volunteer for a specific cause. In Mexico, employees planted trees to rebuild a popular forest (“Desierto de los Leones”) recently devastated by fire and provided an outing for children from a nearby orphanage. In Brazil, employees from six different cities helped eight institutions – from orphanages and inner city schools to an association for the elderly blind.

    EVALUATION

Brazil – Unaided brand awareness among service providers almost tripled in Brazil from 12 percent in Nov. 1997 to 34 percent in Nov. 1998; aided awareness grew from 82 to 95 percent (which is almost universal awareness). In the business enterprise segment it doubled from 10 to 22 percent unaided awareness, and aided awareness increased from 38 to 71 percent.

Mexico – Among service providers, unaided awareness levels reached a high of 69 percent and aided awareness was 95 percent in Nov. 1998. Unaided awareness in the business enterprise jumped from 12 to 23 percent, and total awareness in this segment increased from 57 to 79 percent. By comparison, US levels of awareness in 1997 were 38 percent unaided and 96 percent aided among service providers and 34 percent unaided and 89 percent aided among large enterprises. These results were noteworthy considering they were accomplished with limited budget resources and are largely attributed to the efforts of the Brand Councils to integrate all external communication efforts.
